Panel discussion about the topic of individual rights versus governmental mandates for public health and safety in the time of pandemic.

Hosted by The Institute of World Affairs and Trade at Rockford University and Rockford (Illinois) Public Library

In the present COVID-19 pandemic, Americans face the serious issue of balancing the Constitutional rights of individuals against governments’ need to protect public health. Join us on Wednesday, June 24, 2020 starting at 1pm CDT (2pm EDT) for a 90 minute open discussion on this balancing act.

Topics will include issues such as legality of stay-at-home measures; freedom of religion, travel, and association; modifications to electoral process; mandatory vaccine requirements; business closures; rights of prisoners and exposure to the virus, and government monitoring measures.

Participants are Jason Mazzone, Professor of Constitutional Law at the University of Illinois School of Law, and Attorneys Dan McCarthy and Joe Richotte of the Law Firm of Butzel Long, who are involved in litigation in Michigan about this private-public clash of interests so visibly illustrated by the current pandemic.

Jason Mazzone is the Albert E Jenner, Jr. Professor of Law at the University of Illinois and is the Director of the Illinois Program in Constitutional Theory, History and Law. Attorneys Dan McCarthy and Joe Richotte are affiliated with the law firm of Butzel Long and have extensive experience in civil and criminal trial and appellate practice. They are involved in a landmark case in Michigan concerning constitutional rights of business owners and the state's closure measures.

About the library

The 36,000 sq.ft. Hart Interim Library opened Dec. 2, 2017 and serves as the Rockford Public Library’s main downtown facility.  The newly renovated space boasts a 2nd story Children’s Area with dedicated computer lab, Read, Play, Learn program room, and creative play space, a Maker Lab with access to 3D printers and scanners and small board computers a sizable Young Adult Zone with gaming center, adult computer lab, local history room, and 5 private meeting and study rooms accommodating groups of 2-8 people.
